I didn't have luck getting joPAS to work. Today I found an alternative called javaOctave. Hopefully it will work better and will not freeze. joPAS is outdated and seems to have problems with Octave versions >= 3.

Currently I'm trying to find a (free) API for Octave that allows me to use Octave language in Java. I found a project called joPAS but unfortunately it seems to have problems under Windows XP SP3, Java 1.5 and Octave 3.0.3. The demo freezes and I hope to get some useful information out of the developer forum of Octave.
